CIDA Local Project Monitor
The Canadian International Development Agency (CIDA) invites applications from suitably qualified
candidates to fill the position of Local Monitor. The assignment is for a period approximately 205 days spread
over 3 years.
The project supports employment creation and skills building for destitute rural women and will contribute to
CIDA’s thematic priority related to stimulating sustainable economic growth.
Cil P’s (Community Infrastructure Improvement Project) goal is to improve the socio-economic status of rural
disadvantaged women in selected districts of Pakistan’s Punjab and Sindh provinces. The Project aims at
enabling rural women in target areas to become economically and socially empowered.
The Consultant amongst other issues will also focus on some of the challenges that this project faces, these
include:
r Engaging with government institutions at different levels (national, provincial, district and Union
Council) to enable them to develop ownership and continue to work together after the project has
closed;
Sensitization and buy-in of the community in engaging women in road maintenance work which
they are not traditionally used to doing;
- Making ClIP a model infrastructure maintenance and women’s economic empowerment project
that can be replicated across Pakistan; and
Determine what contributions ClIP is making to women’s economic empowerment and the
advancement of gender equality in Pakistan.
The successful candidate will be hired through the CIDA PSU office located in Islamabad, Pakistan. Below,
please find a summary of the position’s mandatory requirements, application and selection process.
Mandatory Qualification\
The local consultant is expected to be at the intermediate to senior level and:
. To possess a graduate degree in social sciences, business/management or another related area
of study.
. To be a reliable and effective international development consultant with at least 15 years of
professional experience including conducting monitoring and/or evaluation assignments and a
proven record delivering professional results.
. To demonstrate knowledge of CIDA’s Sustainable Economic Growth Strategy and experience
with development projects that provides skills training and employment opportunities.
. To be fully acquainted with CIDA’s results-based management one nation and practices.
. To demonstrate proficiency with CIDA’s gender equality policies and knowledge of CIDA’s
gender equality action plans.
. Working experience in other countries of South Asia and/or experience with the Bangladesh
Rural Roads Maintenance project is considered an asset.
. Fluency in English and Urdu.
. To have the ability to work independently and meet deadlines.
. To have a legal right to live and work in Pakistan.
Application and Selection Process
The application and selection process consists of the following steps:
i. Submission, via email to HR hr27cidapsu.orgpk on or before 8 April, 2012 with a covering letter
(maximum two pages) and summary CV (maximum 3 pages) in MS WORD format. Candidates must
provide the names and contact details of three references including at least one from a previous
employer.
ii. Only short listed candidates will be contacted.
iii. Reference checks will be conducted for those candidates whose technical scores exceed the pass
level.
iv. An offer will be made to the first ranked candidate with remuneration based on CIDA’s internal fee
determination for this specific position and responsibilities.
