invites applications from qualified candidates for the following position of Program
Development and Quality Directorfor its Country office in Islamabad.
Program Development and Quality Director
(1 Position based ¡n Islamabad)
The Program Development and Quality (PDO) Director contributes significantly to
ensunng quality, effective and efficient programming that maximizes the
sustainable impact of CARE’s work in Pakistan, The PDO Director contributes
towards establishing CARE as a leading and respected agency in specific strategic
areas in accordance with the Country Office (CO) Strategic Plan. The PDQ Director
is an active member of the Country Leadership Team (CLT), and as such s/he
shares responsibility foroverall governance of the CO, as well as for moving ahead
the strategies and achieving the objectives of the CO Strategic Plan, Annual
Operational Plan and specific CARE programs, and ensuring the CAREs
principles, codes, and policies are respected at all times.
Specifically, the PDQ Director will: )
Leads proam development and quality in the CO, with a particular enhasis on
maintaining quality and accountability standards, advancing and mainstrearning of
strategic partnerships, governance, advocacy, rights based approaches, and
gender equity and diversity.
. Supervises the program technical advisors and coordinators so as to ensure a
proactive and strong integration and engagement of the PDO department functions,
skills and capacity across the CO, as well as with CARE as a whole.
. Leads in ensuring capacrtes, processes and procedures reflect a strong
commitment to impact throughout the CO.
.ð Continually strives to enhance the skills, expertise and capacity of the CO in
program development & design process arid RBA, civil society? partnership
strengthening, governance, advocacy, and quality and accountability standards.
Oversee development of communication and advocacy strategies and related
campaigns so as to leverage the impact and influence of CAREs work and ensure
proactive learrng across the organization and partners.
isites:
Master’s degree preferably in a social science with at least 10 years of senior
management experience. Minimum of 07 years experience in strategic and
operational planning, program design and development, fundraising, and
monitoring & evaluation and five years experience with financial management,
budget development and donor compliance and reporting. Experience of
managing institutional partnerships with national and INGOs and establishing and
maintaining collaborative relationships with donors, civil/society and government
counterparts. Extensive experience in implementing Rights-Based Approaches
(RBA), advocacy strategies, gender and governance mainstreaming and
initiatives, HI She should have Program design skills, strategic planning and
analytical skills, excellent creative and conceptual skills, advanced writing and
clear oral communication skills, strong interpersonal skills, training skills, computer
skills and ability to coach and develop staff.
